Stephan, the only concern that I'd have with that idea is what the feds would do with that extra $100 billion. If it's going to fund more Permanent Revolution around the world or TIA-type projects then it's not a good idea (as I'm sure you'll agree).
Speaking of revenue, one of the things that always bugged me about the Supply Siders is that they wanted to cut tax rates to bring more revenue to the federal government. They always wanted to position us on the outward-most point on the Laffer curve(maximum tax rates and revenue together) when moving toward the origin (lowering tax rates and revenue together) was the better movement.
To rip off a popular slogan,
"Don't give 'em revenue. It only encourages the b------s."
